Commissioner Adman is on his third term with the Northshore Fire Commission and is now a Shoreline RFA Commissioner. He and his wife, Staci, have lived in Kenmore for over 25 years, raised their children here, and are both active in the community. Eric retired as a Shoreline Fire Department paramedic in 2025 after 32 years of service, having started as a Bothell firefighter in 1993. Eric has other community involvement in addition to serving the fire department. In 2025, he accepted a position as Co-Director of the Adopt A Stream Foundation, based in south Everett. He is President of the Sno-King Watershed Council, based in Kenmore. Both organizations focus on protecting and restoring local watersheds and streams via education and restoration work. Eric was happy to see the level of community support for the RFA ballot measure which passed in 2025. This measure assures stable and efficient fire and emergency medical services in the community for the future.

Commissioner Byers has lived in Kenmore for 30 years and is excited to serve as a commissioner at such an important time in the Northshore Fire Departments history.  Tyler has had a life long passion for the fire service.  He has provided service to residents of the State of Washington as a Firefighter/Paramedic since 2001.  He is currently employed as a Firefighter/Paramedic for Lacey Fire District #3.  Some of his goals as commissioner are to increase response and service levels, and to help transition the department into a contract for service.

Tyler and his wife Christine are proud to raise their 3 children in the same community he was raised, and look forward to the opportunity to making our community safer and better protected.

Ken was appointed to his first term as Fire Commissioner on March 4, 2010. Ken and his wife, Judy, have been Shoreline residents for 44 years. His two sons graduated from Shorewood High School. Prior to his retirement five years ago, Ken was employed with Stelte Dental Systems. Ken has been active in the Shoreline community over the years. He volunteered at Shorewood High School chaperoning the school band in addition to working the sidelines at Shoreline stadium during football season. He was instrumental in forming the Richmond Youth Basketball Association and coached youth for nine years. Ken is currently a member of the Richmond-Haller Lake Masonic Lodge. He also serves on the Board of Trustees for the Children Identification Program (CHIPS) which oversees the identification of children throughout the state.

Kim Fischer was elected to her first term as Commissioner on January 1, 2014. Kim is a life-long resident of Shoreline; she and her husband Jay, a retired Medical Service Officer with the Shoreline Fire Department, have raised their three children in the area. After 27 years, Kim retired from working for the Shoreline School District. Kim has been involved with the Shoreline Fire Department for over 37 years volunteering for Shoreline Christmas, the department’s annual Open House, the annual Easter egg hunt, Relay for Life Team and various other events. In addition to volunteering her time with the department, Kim was a Girl Scout Leader, was actively involved in Boy Scout’s with Troop 332, and served on the Ridgecrest Safety Committee as Committee Chair. Kim currently is an active member of the Shoreline CERT team. She also holds a Director position on Executive Board of the King County Fire Commissioner Association. She enjoys spending time with her family and Shepherd dogs. Her hobbies and interests include dog training, line dancing, gardening and landscaping, boating and travel. Kim is looking forward to continuing to support her community through her position as Fire Commissioner.

David Harris is a lifelong Shoreline resident. In 1980, David joined the Shoreline Fire Department as a part-paid Firefighter and was trained in fire suppression tactics, emergency vehicle operations, salvage, rescue, and incident command. David retired with 27 years’ service as a volunteer Reserve Firefighter. Commissioner Harris’ community involvement includes two, four-year terms on the Shoreline Planning Commission – two years as Vice Chair and two years as Chair. In his roles, he presided over public hearings, participated in long-range strategic planning and ensured all viewpoints were heard. David has been a residential home builder for thirty years. He and his wife, Gayle, have two daughters. Travel and motorcycles are among David’s many interests. Commissioner Harris is looking forward to continuing his service to the community through his role on the Shoreline Fire Department’s Board of Commissioners.

Rod was elected to his first term as Fire Commissioner in November, 2009 and was re-elected in November 2015. Rod’s 30-year fire service career began as a volunteer with the Shoreline Fire Department in 1972. In 1978 he was appointed to full time firefighter, retiring 2002 as a Lieutenant. Rod worked for Boeing before opening his own insurance business in 1967. Community service has always been a big part of his life. He was a Scoutmaster in the Richmond Beach area for Troop 325 for several years. He was one of the co-founders of the Shoreline Christmas Program. For more than 25 years, Rod spent his Christmas mornings as Santa on the back of a fire engine handing out candy to the children in Richmond Beach. He continues to work with firefighters during the annual Easter egg hunts. In 1987 Rod was asked to start the Washington State Council of Fire Fighters Burn Foundation and ran the charity for 25 years. He is a member of the Seattle SeaChordsmen Barbershop Chorus and the Counterbalance Quartet. Rod Heivilin and his wife Donna are both native Washingtonians and have resided in Shoreline since 1967. They have two children and four grandchildren.

Commissioner Josh Pratt is a 20 year resident of Kenmore, where he and his wife are raising their three children. He has been a public servant for over 20 years, as a current City of Kirkland firefighter and eight years as a Northshore School District teacher at Inglemoor High School.

As a firefighter he is uniquely situated to recognize the needs of a growing department in transition, and to help steward the Northshore Fire Department during this period of growth. As a Commissioner, he looks forward to continuing the excellent level of service you have come to expect from dedicated, professional personnel while expanding the services offered thereby improving the safety of our community.

Barb was appointed Commissioner in November 2020. She is a Washington native and has been a Shoreline resident for 27 years. Currently employed by the Shoreline School District, Barb has worked in the school district for the past 11 years. Prior to her work in the district, she was in the graphic arts industry for 15 years. She worked as art director and was on the art department budgeting team. Barb and her husband Pete raised two daughters who graduated from Shorewood High School. She has been active in various volunteer works within the community for many years. Barb welcomes her role as Fire Commissioner and is honored to be part of an organization willing to put their lives on the line for the community. Her goal is to help facilitate the mission, vision and values of the Shoreline Fire Department. Barb enjoys camping, photography, gardening, nature, road trips and back roads.

Commissioner Webster and his family have been Kenmore residents for over 34 years. He retired after 45 years of commercial construction in the Puget Sound area. He also served on the apprenticeship board for the Carpenters Union and in the Mentors Program in the Steel Stud and Drywall industry.

Rick served as a volunteer coach in Girls Slow-pitch Softball for 14 years and was a coach for two boys basketball teams for the last 7 years. He has participated in a number of volunteer housing projects over the years and continues to do so. He strongly believes in giving back to our community.

Mr. Webster has Bachelor’s in Construction Management at the University of Washington. Rick’s background in the building industry has given him extensive training in human relations and innovative problem-solving skills while keeping an eye on the bottom line. He looks forward to using his years of experience working to promote fiscal responsibility while looking to enhance the level of service in our District.
